Interim Provisions on the Administration of Foreign Postgraduates in Northeast Agricultural University

Chapter I General Principle
Article 1
In order to ensure the quality of the training of foreign postgraduate students, we now formulates these provisional regulations in accordance with the spirit of the " Management Methods for Admission and Training of International Students in Schools" ( Order No. 42 ) jointly formulated by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security, the"Notice on Perfecting the Chinese Government Scholarship Subsidy System and Raising the Subsidy Standards" (Document issued by the Ministry of Finance and the Ministry of Education [ 2015 ] No. 1), the"Regulations of the People's Republic of China on Academic Degrees" and the "Interim Implementation Measures of the Regulations of the People's Republic of China on Academic Degrees" and other documents and the actual situation of our school.
Article 2
The centralized management organization for foreign postgraduate students is International Exchange Office (International Culture and Education Institute) of Northeast Agricultural University. The Graduate School is responsible for the teaching management, degree application and award of foreign postgraduate students.
Article 3
Tutor responsibility system shall be implemented in the training of foreign postgraduate students.Tutors are responsible for making training plans and guiding foreign postgraduate students to complete their thesis proposal, scientific research and dissertation writing. We encourage qualified interdisciplinary to organize tutors to give centralized guidance to students, and we encourage foreign postgraduate students to choose topics of papers that are combined with their own country's reality.
Chapter II Admission Management
Article 4
With the approval of the Academic Degrees Committee of the State Council, our school has the right to grant master's and doctor's degrees. We can also publicize the disciplines and specialities that recruit foreign students. According to their actual conditions, we can recruit foreign postgraduate students studying for corresponding degrees.
Article 5
All the schools ( departments ) that accept foreign postgraduate students must include the enrollment of foreign postgraduate students in the scope of their postgraduate work and foreign affairs work, and carry out unified and orderly management.
Article 6
The Graduate School is responsible for verifying the enrollment plan of our school for foreign postgraduate students studying in China, including the specialty, level and number of students. Each training school shall actively implement the assigned enrollment plan.
Article 7
International Exchange Office shall be responsible for the production of recruitment publicity materials, and shall complete the recruitment of postgraduates studying in China in accordance with national policies and relevant school regulations and report to the higher authorities for the record. The examination methods and requirements for enrollment shall be jointly agreed upon by International Exchange Office and the Graduate School.
Article 8
Foreign students who wish to apply to our school for postgraduate degree must be subject to qualification examination. After passing the examination, the college to which they apply will organize tutors to examine them. Applicants in China can come to our school for interviews, while applicants abroad can choose the examination methods of using Internet video phone, long distance phone and e-mail.
Article 9
Admission of foreign postgraduate students who come to China under the intergovernmental exchange program shall be handled in accordance with the relevant regulations of the Ministry of Education.
Article 10
Conditions for Foreign Postgraduates to Enter for Examination
1. Master degree candidate: non-Chinese nationality; Having a bachelor's degree or above equivalent to that of a Chinese university, having obtained a bachelor's degree, being recommended by two associate professors or experts with the title equivalent to associate professors or above, having good moral character and good health, and not exceeding 35 years of age at the time of admission.
2. Doctoral candidate: non-Chinese nationality; Having a master's degree or above equivalent to that of a master's degree in China, having obtained a master's degree or equivalent, being recommended by two professors or experts with the equivalent title of professor, having good moral character and good health, and not exceeding 40 years of age at the time of admission.
Article 11
Schools shall select the best applicants according to the basic conditions of applicants, the assessment opinions of tutors and the requirements of entering the major.
Chapter III Training Process
Article 12
The training of foreign postgraduate students shall conform to the basic requirements of the existing training programs for doctoral and master authorized disciplines.Tutors should make personal training plans for them according to the postgraduate training plans of relevant disciplines in our school.
Article 13
Individual training plans are divided into curriculum study plans and degree thesis plans, which shall be submitted to the college where the foreign postgraduate students are enrolled for examination within one month. After examination and approval, the plans shall be filed and submitted to the graduate school for filing. The graduate school shall be responsible for checking the implementation of the plans.
Article 14
The curriculum requirements for foreign postgraduate students shall be formulated according to the characteristics of various disciplines and credit system shall be implemented. Minimum 33 credits for master’s degree and 16 credits for doctor’s degree.
Article 15
Public Degree Courses
( 1 ) Advanced Chinese and General Situation of China
Public degree courses for foreign postgraduate students include general situation of China ( doctoral students ) ( 3 credits ), advanced Chinese ( doctoral students ) ( 1.5 credits ), general situation of China ( master students ) ( 4 credits ), advanced Chinese ( master students ) ( 6 credits ).The International Culture and Education Institute is responsible for organizing and offering the two courses "General Situation of China" and "Advanced Chinese". Foreign postgraduate students are not allowed to apply for exemption from "General Situation of China".
( 2 ) Language courses
Foreign postgraduate students who are admitted to English classes can apply for exemption from language courses and receive corresponding credits directly.
Foreign graduate students who are admitted to Chinese classes are not allowed to apply for exemption from language courses. They need to study Chinese for one year in the International Culture and Education Institute and only after they have passed HSK Level 4 examination before the end of the second semester after admission can they enter professional studies and directly obtain corresponding credits for language courses.
Requirements for Chinese Tutoring for Foreign Postgraduate Students Admitted to Chinese Classes:
Foreign postgraduate students who did not pass the HSK4 examination at the end of the second semester after entering the school cannot enter professional studies. They must pass HSK4 and take advanced Chinese courses to obtain credits after one year of continuing Chinese tuition at the International Institute of Culture and Education. Otherwise, we will drop the student out of school.
( 3 ) Political theory courses
This is a non-compulsory course. It is replaced by "General Situation of China" and " Advanced Chinese" and is included in the total credits.
Article 16
Specialized courses, compulsory courses, elective courses and supplementary courses.
In principle, the professional courses, compulsory courses, elective courses and supplementary courses for foreign graduate students should be the same as those for graduate students in authorized disciplines. Each discipline can formulate a specific and feasible curriculum plan according to the actual situation and training needs of students,which should be reported to the graduate school for the record after discussion and approval by the academic degree evaluation sub-Committee.
Article 17
The interim assessment of foreign postgraduate students can be implemented according to the Interim Provisions of Northeast Agricultural University on Interim Assessment of Graduate Students.
Article 18
Social Practice: Foreign postgraduate students should combine their professional characteristics and participate in social practice to improve their ability to solve practical problems. The activities are arranged by the training college and the tutor, and students should abide by the relevant regulations of the state when choosing places for internship and social practice.
Article 19
Academic Activities: In order to promote academic exchanges among postgraduate students, foreign postgraduate students should make an academic report within the scope of undergraduate students, postgraduate students or teachers in combination with their own papers before thesis defense. Foreign graduate students should actively participate in scientific research projects and publish academic papers during their stay in school. Scientific research activities are an important basis for evaluating postgraduate students' scientific research ability and the quality of thesis.
Article 20
The performance management of foreign postgraduate students is the same as that of domestic postgraduate students. The report card of foreign postgraduate students during their stay in school shall be issued by the training office of the graduate school, and the report card after leaving school shall be issued by the archives.
Article 21
Foreign postgraduate students who fail to meet the teaching requirements in a single course shall retake the course, and the expenses arising from the additional class hours shall be paid by themselves.
Article 22
The study archives of foreign students shall consist of the mid-term examination form and degree materials.
( 1 ) The mid-term examination form shall be filled out by the Training Institute during the mid-term examination of foreign postgraduate students and sent to the Training Office of the Graduate School for filing.
( 2 ) The degree materials shall be sorted out by the Training Institute and sent to the Training Office of the Graduate School for filing after the foreign postgraduate students have finished their graduation thesis defense.
( 3 ) The transcript in the study archives shall be printed and filed by the Graduate School Training Office.
Article 23
The study archives shall be uniformly transferred to the International Culture and Education Institute and the archives by the graduate school after foreign postgraduate students have completed their studies.
Article 24
All training institutes shall carry out mid-term examination of foreign postgraduate students after the completion of compulsory procedures such as course study, opening report and mid-term examination of degree thesis. The examination results shall be reported to the International Culture and Education Institute and the Graduate School for the record.
Article 25
The training of foreign students shall be terminated under any of the following circumstances:
( 1 ) Fail in compulsory course(s) for three times or more (including make-up exams)
( 2 ) Fail in the thesis proposal or the mid-term assessment for two times;
( 3 ) The students himself put forward the request to terminate the study, and gets approvals by the tutors and the education college;
( 4 ) Due to the students' learning attitude and other reasons, the tutors and training colleges think that they are not suitable for further training.
For the foreign student whose education is stopped, if he or she has completed the courses and meets the requirements of the education program, the School of International Education will provide him or her with a course-completion certificate; if the courses required are not completed, only the certificate of the learnt courses will be provided.
Chapter IV Confer Degrees
Article 26
Foreign graduate students' thesis defense and degree application procedures are the same as those of Chinese graduate students. They all need to go through qualification examination, thesis evaluation, defense, degree award and degree publicity. We encourage foreign students to publish or participate in the publication of academic papers during their studies. The first signatory must be Northeast Agricultural University.
Article 27
The requirements for degree theses of foreign graduate students are the same as those of Chinese graduate students. The degree theses can be written in Chinese (with English abstract) or English (with Chinese abstract). Dissertations shall be collected and submitted to the National Library for random inspection.
Article 28
Foreign graduate students who have graduated and obtained master's or doctor's degrees will attend the graduation ceremony and degree awarding ceremony together with Chinese graduate students, and the Graduate School will issue the graduation certificate, degree certificate and the English copy of degree certificate.
Chapter V Funds Management
Article 29
The funds for the education of foreign students shall be planned by the International Exchange Office, and shall be paid by the Planning Finance Department to the education colleges on schedule. The tutor’s education funds for per postgraduate is 4,000 yuan/year, and the tutor’s education funds for per doctoral student is 7,000 yuan/year.
The tutoring allowance for foreign students studying abroad is awarded by the school in accordance with the standard of 800 yuan/year student, doctoral student studying abroad, and 1,200 yuan/year.
Article 30
Department management fees for foreign postgraduate students shall be allocated in accordance with 10% of the total training funds for overseas postgraduate students of the unit. All units shall properly arrange and earmark funds according to the training plan.
Article 31
The standard of funds allocation shall be appropriately adjusted in accordance with the amount of funds allocated by the Ministry of Education.
Chapter VI Supplementary
Article 32
This regulation shall come into force since the day it issues and shall be jointly interpreted by the Graduate School and National Exchange Office.
